If you're referring to Non-Warriors / Alternative Warriors / Twolegplace / Outskirts roleplays, you can create a thread in their respective categories using the 'New thread' button at the top of the category page.
Main faction categories and areas like the Seastones / Battles / Starcave can only have topics created by staff members, as we don't want users clogging those sections up with dozens of roleplay threads.
