What kind of planning happens behind the scenes to start a battle?

Clan battles, normally two or more clan leaders would prob contact staff about it or just start a battle. Like an event, the cats would just fight then.
But Rouge battles normally is just like any normal Non Wide-ranged fight. You set up a finder, get people, make a post, and mention people.
Only really clan leaders can set up wide-ranged clan battles. Unless you have permission of course.

High ranks don't need staff permission to launch attacks/anything like that. Often times, clan leaders work with each other to plan n figure out relevant info like date of the battle, mini plots, etc. There have been cases with surprise attacks that weren't discussed with the opposing clan beforehand, however.
Leaders can set up finders to find characters to do certain things (e.g. 'destroy dens', 'help meddies', 'use poison claws') if they would like to. They may also set up finders for people to find battle partners in advance, but I think that isn't done so much anymore -- usually people just find them within the battle roleplay thread.
Having outsiders wage battle on a clan requires leader permission from the affected clan. It would entail the same steps as mentioned in the first paragraph.
