Icestar is tired of RiverClan treading all over ShadowClan as if they own them. The leader is determined to prove to herself and the other clans that ShadowClan is strong, and more importantly, able to take care of itself. No longer will they sit back and let other clans walk all over them.
The plan is to stomp RiverClan into their place, first and foremost. Icestar carries a personal grudge against Lionstar, and wishes to see his ego knocked down a peg or two.
"ShadowClan will rise to the greatest point it has ever been, and I will make absolutely certain of that!"

With Icestar at the helm of ShadowClan, patrols have stepped up and become more enforced. Patrols to the RiverClan border, specifically, have been doubled, with strict instructions to mark the scent line excessively, to carry an overpowering scent of ShadowClan.
"Just because they are in control of that stretch of land does not mean we have to make it pleasant for them."
She is determined to make it as unpleasant as possible, as a spit in the face to the rival clan.
On top of this, in addition to the heightened border patrols, she has begun sending out regular battle training patrols. Whereas usually battle training is for apprentices only, Icestar now sends out groups consisting of both warriors and apprentices to hone their battle skills and strengthen their muscles after having dealt with the prey shortage brought on by the fire and the rogue invasion.
It is also worth noting that upon losing their only trained medicine cat, Agaveheart, the clan has been left without a soul that carries even half her knowledge. Icestar has appointed a new medicine cat, and will continue to push him to work his hardest when it comes to learning about herbs. She has gone so far as to send him to ThunderClan for assistance from their medicine cat.
