Appearance: A middle aged man with a receding hairline and blonde hair that is always greased back. He is a bit chunky around the belly, as most middle aged men are. He has blue eyes, and very white teeth.
Personality: He'll do what has to be done. The Hunger Games have been proven to keep the district's in line, so be it. The well being of the capitol comes first, then Panem.
