Brokenstar barely knew love. Foster mother and siblings who despised him, he was told he was awful from the moment he opened his eyes. He was trained to be strong by his father, and the defiance he faced forced him to use more forceful methods. It was all in the name of strengthening his clan. Yes he forced kits to fight in battles, but without the territory they gained by chasing out Windclan, the kits would have starved anyway. Yes the elders were forced to leave the camp, but they too would have starved.

SCOURGE
Scourge had an awful early life. Being threatened and terrified into leaving his family as a young kittypet, he managed to survive his way to apprentice age, scaring a dog in the process. His fighting ability earned him loyal friends, and he helped every cat band together and survive. There was no room for the old or the weak, because the twoleg place is harsh. If he had allowed them to remain, the group would have used to many resources on them and the entire population would have been threatened.

Here's some of my thoughts. Not going bad to read over this so it might be messy.

Tigerstar OG - Ambitious, arrogant, too power hungry for his own good. I don't get his half-Clan vendetta (considering he opted to have half-Clan kids ...) but despite his murderous ways he put ShadowClan on the path to having a strong leadership. He treated the other Clans poorly as ShadowClan's leader but from what I recall he was a fair leader to ShadowClan, so he's definitely not the worst.

Brokenstar - Kit killer, there's not much redeemable about him. However, if you want to argue Darktail and Scourge aren't terrible because they had a tragic past, you might want to recall Brokenstar's foster family was trash to him too. Abuse is a reason, but not an excuse. Had Brokenstar been given TLC from his perceived family and not had his behavior encouraged by Raggedstar things might be different. (Also ShadowClan at the start of the series was very complicit with his actions. They let him get away with baby murder in favor of blaming their long-termed medicine cat.)

Scourge - Another family abuse story. His siblings sucked and he had one bad interaction with the Clans so now he hates everyone and wants to be on top of the world.
Killed and abused a bunch of cats who didn't do much to him. I think he could have been an interesting character had the Erins not gone generic bad guy, but that's what they did. Maybe having his actions in the city be more from a survival of the fittest standpoint since that wasn't really addressed in the books; they had BloodClan act like the schoolyard bullies.

Rainflower - Narrowminded and selfish, was an ass to her son when he became disabled. Bad mother, but beyond being terrible to Crookedstar she didn't do much.. so I don't classify her as evil. Ableist is a better word.

Ashfur - My god.
He went from an okay warrior to an obsessive psychopath. He gets rejected by a gal so he wants to kill her family, possess her husband, and wreck the Clan.
He's deranged, but I'm uncertain of him being the most evil ... Despite how much I dislike it, he might have one of the most interesting villain arcs in the series.

Darktail - Daddy didn't want him so he decided to destroy the Clans.
Though a rogue faction was interesting, it feels like lazy writing for his motive. They could have had him do it 'just because' and it'd feel more impactful IMO.
If we're looking for 'evil because they're shallow', I'd say he wins the prize.

Onestar - Okay, so he sucked as a leader. I don't classify him as evil.
Going into his leadership was enough controversy for a lifetime. His Clan was divided thanks to Tallstar's last minute change of heart in secret. Of course he's going to act more aggressive with the other Clans / not want to be friendly or helpful toward them. He wants to show he's not someone's pawn - that Tallstar picked him for a reason.
I don't agree with him maintaining that throughout his entire leadership, overtime as Clan tensions calmed down I think he should have opened up more. Oh well.

Mapleshade - Everything that happened to her was because of her.
Toooo be honest, I think she's the most developed evil character. She had a personality disorder and it was used to twist the narrative into her favor, perceiving everyone else as 'being the bad guy' and 'wronging her' when they .. did very little of that.

I feel bad for the ThunderClan cats, Reedshine, and Perchpaw who got roped into her lies and manipulation. (And the later generations who unfortunately interacted with her.)

With all this in mind, I'm leaning toward Mapleshade currently being the most evil character.

i think Scourge then Tigerstar then Brokenstar cuz Tigerstar was the One that Brought Scourge into the forest but then Scourge just took away all nine live at once without much of a reason.

How did this get so popular that @BILL. Is here? I can’t decide on this one. All the bad cats that I know were driven towards meanness. Tigerstar lost his siblings and he had a bad mentor. Brokenstar was hated by his adoptive mother. Mapleshade was exiled from Thunderclan, she lost her kits, and she lost the love from her mate. I don’t know about Scrouge though. I haven’t read about his past yet.
