Where's the Roleplaying Guidelines thread?

I checked the 'site information' board and I found that one of the rule threads are missing. Wasn't there a 'roleplaying guidelines' thread? I know for a fact there was since I refreshed myself on the rules just three months ago and it was there. What happened to that thread?
