Sort of a loaded question...
Deceptionstar created the old site (brookcats.webs.com) we moved from but has been uninvolved in the site and roleplay for several years (2015.) She infrequently comes online to look around.
Dipper and I created this version of WCO with some help from various staff members over the years.

You'd have to look at the HOF for specifics but I recall Jingle created some of the themes that I believe are available for public use.
