How do I make an outsider?

I want to make an outsider, but I have no idea how to create one, could someone help me?

I'll just put closed right here because I have no idea how to change the title.

You can just create one and you can start roleplaying right away. Just make sure you don't roleplay them in clan territory. @Hawkwhisker
