Can I make a SkyClan uprising in the Outskirts? So like some loner/rogue who heard about SkyClan and idolized them. When they found out SkyClan was eradicated/driven out, they decided to try and ressurrect the Clan. Can I do that?

Hey! So SkyClan went inactive and I brought them back in the alt, where it currently is. SkyClan needs to be active in alt before staff even thinks about bringing them back.
