Which Clan would he go to?

I was planning on having Bugsie go to ThunderClan or WindClan, but she'll accept RiverClan aswell. (If Viper could go to any of those 3, that'd be preferable)

Unless he takes Bugsie to Dusk Syndicate... and Bugsie complains about DS being too harsh, and Viper agrees (1. TC ) (2. WC ) (3. RC ) would be safer and they run away together..
