Yes. Lionstar knew he wouldn't be able to say no.

You are the moon and the stars combined to make a stunning night sky, and RiverClan honors you as our newest warrior.

You're my world, and I.. don't think I can be without you." There it was. Laid out, for all to see. Did Lionstar love Fawnsqueak? Not really.. he was his best friend, and he loved him like one. But this was more of a convenience, an assurance Fawnsqueak wouldn't leave him like so many others.
