You can't make a private post in the shadowclan area without permission, but you can make a thread in the Outskirts. You can pretend it's in shadowclan if you want and label it private so no one comes and ruins the party (though that might be hilarious)

Maybe not in the med den or leader den, but you can in most of the areas.
