Would this power be allowed?
I was thinking about getting a power card(I've got all the kk) for my boy Shrewstep to aid in a plot between him and his nemesis Frogpaw, and I wanted to know it the power to see a cat's greatest desire would be allowed. He would have to ask them something along the line of "What do you want most?" and no matter what they say a louder version of their voice will cover it over with their real deepest desire. I don't think it's greatly overpowered and he has to ask for it to activate, but I want to check.

I don't think it is since they don't really reply, he just hears it in his head maybe..

Make sure you ask the member before you actually activate his power, than it wouldn't be PowerPlaying  (if they give you permission that is)
But would he hear their true answer even if they decide not to respond? (i.e stay completely silent?)
When he asks the character will it fully activate if they respond, or does it activate immediately when he asks?

I think it would be allowed if you asks the other character for permission first. I don't think it would be powerplaying if the other person told you what they were thinking.

I'm not planning on him asking a load of cats(Probably just his family) and I definitely would have to ask them first to get the right desire pfft. I'm not sure how it would work if they stayed silent, I was thinking of it as to his ears it just.....replaces any words they say. I guess staying silent WOULD be a way to not have him know if they figured that out. It would only activate when they responded, basically replacing their words. @ Starfall

As long as you have roleplayer permission I don't see why it wouldn't be okay!
I would suggest having the character being silent be a downside of the power (him not being able to tell what their actual desires are)
