Can I have a cat who is kinda stuck between StarClan and the Dark Forest? Like she keeps alternating cuz her life was leading towards both. And can she become a ghost who generally stalks the living on land? like squirrelflight (the ghost part) if ya get it

Per our guide to the Afterlife of the Clans, it'd be incredibly unlikely [pretty much not viable] for your character to constantly be switching between the Dark Forest and StarClan:

There are very few cases where cats can cross the boundaries between StarClan and the Dark Forest. While not impossible, it is highly unlikely this would occur, and in the event it does happen, they will likely be driven back over the border.

Additionally, spirits can't haunt/stalk territories of the living -- the closest you'd be able to get is by purchasing the Spiritual Encounter purrk for a one-time thing.
