Where is Kestrel from?
I'm making two outsiders right now. A brother and a sister, Petal and Minnow. They could have some history with Kestrel. Petal had a crush on a cat named Tommy growing up who used her attraction to him to lure her into building guarded by two dogs. But the dogs came from a direction he was not expecting and he did not make it up to his perch. The dogs tore him to pieces and Petal escaped with a gnarled tail.
Petal learned from Tommy that he had used her in order to try and kill her and her brother so he could move into the old twolegg factory. The siblings lived there and Tommy thought it had better prey than his territory. Perhaps Kestrel was Tommy's friend or brother? Or maybe it was Kestrels plan all along?
Kestrel could go after Minnow next? Maybe give him a scar or two, bite off a piece of ear. Perhaps when he realizes he is winning he will tell minnow the truth about the attack on his sister. They could be forced to leave the factory and rough it on the streets.
Maybe Kestrel is even responsible for the disappearance of their father Silver?
