Calico seems like the type that would be in the court, to spy and gain their trust so that the rebellion can get to them easier, and Sage could be someone that Winter was blackmailing. I think the plot between Calico and Sage could be that Winter is in love with Sage, and is forcing him to marry her- or else she'll reveal something he's kept hidden from everybody- and Sage and Calico could actually be in love with each other. Calico can be the one who kills Winter and rescues Rose.
